German Empire

Following Prussia’s military victory over France in 1871, the Germany Empire was created with Wilhelm I as Emperor and Otto von Bismarck as Chancellor.  The constitution allowed all men age 25 and older to vote for members of Reichstag, but the empire was not a democracy.  The powers of the Reichstag were limited by dominance of the chancellor and the Federal Council.  In reality, the empire was an oligarchy ruled by the princess of the former independent states.  However, many local leaders balked at the extremely centralised power of the empire backed by the might of the Prussian army.  Karl Marx wrote that the empire was ‘a military despotism cloaked in parliamentary forms with a feudal ingredient, influenced by the bourgeoisie, festooned with bureaucrats and guarded by police.” Many citizens who desired greater democratic freedom were among the 2.5 million who emigrated from Germany between 1871 and 1900.
